Anatoliy Smirnov graduated from Moscow Institute of Electronic Technology, worked as an engineer at Scientific Research Institute of Microdevices.

In 1977 Anatoliy Smirnov has been selected by the vice-president of executive committee of the Zelenograd City Council. He was twice selected deputy of Zelenograd council of People’s Deputies.

Since 1990 to 1998 he were a president of Innovative Bank «Technopolis», which making a lot of for development and support small business in Zelenograd.

In 1998 A.Smirnov was appointed the First Deputy Prefect of Zelenograd, and in January, 2000 he became the Prefect of Zelenograd administrational area of Moscow.

Since 2005 A. Smirnov is one of IBE Honorable Professors.
